Why do the majority of humans allow a handful of greedy, evil/devil men to commit war and crimes?

People like the President are given power yet they end up abusing it such as declaring war to obviously loot oil and money which they don't share with the people who fund the wars. In the process they kill a lot of people (2 million innocent Iraqi's for example and thousands of US soldiers). Why do the majority of the human race allow a minority - literally a handful - president plus oil company CEO's, to get away with large scale crimes against humanity especially when they are at the same time footing the bill? Or why do they allow Obama to give trillions of their dollars to a handful of CEO's? Is their charisma THAT powerful that they can charm the mes to get away with evil and even defend them? I don't get it, please fill me in.
