Why do woman go to pow wows and try to touch our men's hair?

I am an American Indian woman married to an American Indian man who dances pow wows. I see many woman wanting to touch the dancers hair. I seen a woman trying to touch my husband's hair and he moves his head away. What I am wondering is, don't woman understand that our men's hair is something that ONLY first their mother and then their wives. It is the same thing as a man walking up to you and asking to touch your saying they are beautiful. So why do they do it??
